How to create a folder ?

 Hi there,
I inserted something using stored procedure to a database. I need to create a folder which name will be inserted data's ID.
Example : ID:3 FIRSTNAME: Emre LASTNAME : Kiyak AVATAR : photo.jpg
I need to create a folder which name will be 3 into the UsersFolder
UsersFolder\3\avatar.jpg //Later I will upload an image.
