Is it possible to interact between ASP.NET and Local Service of User?

I have a requirement to upgrade Winform application to Webform Application:

User insert USB Because User don't have permission to interact with low level of USB, they need to connect to Local Services by Socket execute a DLL function for finding the Serial Number of USB port User send message to Service -> Service send it to USB port and get back data WebForm:
I use the same code (C#) but it can not find USB port Serial Number. I think it try to connect with WebServer USB port instead of Local PC port. Is there anyway to fix it? In case I need rewrite the project to new method, example WebSocket, does it affect the Local PC Permission (PC privilege)
