Creating a Website with Surface 2 RT 8.1 Tablet

I'm looking to create a completely new version of our small business website that can be viewed and used by all mobile devices,Smart Cell Phones,Laptops,Tablets,and also  Desktop users. I would like to create this website on my new Surface 2 RT 8.1 tablet.  I created my first website with FrontPage 2003 version and realize that it has been discontinued.  I feel more at ease using a WYSIWYG  HTML Editor and was in hopes that the MICROSOFT APP. Store would have a program that I could use to accomplish this project.
