Does maxRequestLength affect to the entire site or at every page?

Hi. 
If I place in web.config this line: 
<httpRuntime maxRequestLength="10240"/> This mean that I won't be able to upload more than 10MB in the whole site or I won't be able to upload more than 10MB at every page?
