redirecy user if IP = value

 Hi, im trying to make an IP Blacklist and would like to know , is there a way i could redirect a user if the IP address is a value that is specified, so for example i could maybe do something like request their IP, and if their ip is equals to "127.0.0.1 redirect them to "noaccess.aspx"
