How to Allow users to be able add value to a drop down list in asp.net page ?

Hi all
in Microsoft Access , when you create a drop down list, you can make the smart tag with the drop down list to let the user edit and add new value to the drop down list.
is there is away to do it in asp.net using c sharp.?
