Unable to connect to Report Server in SQL Server 2012 Express

Hi,
When Report Builder 3.0 tries to connect to my report server it gives the following error (picture below):

These are the following things I have done:
Checked to see if the webpage loads up; and it doesStarted up Report Builder as administrator; no joyChecked the feature installation in SQL Advanced services setup and Reporting Services is installed.TCP/IP is enabled in SQL Server Configuration managerRestarted the report server instance in SSCMReporting Services Configuration Manager says that the server has started and can navigate to the link My OS is Windows 8.1 and the SQL Server is x64. In the SQL management studio the Report Server is greyed out (might all be part of the same issue?) Any ideas as to what this could be? Let me know if yo ...
