can one Visual Basic toolbox Image control be displayed over the top of (superimposed upon) a 2nd image?

I have a background image, and want to display smaller, foreground images over the top of it. These foreground images will be different at each step the user takes at the web page.

I have a VB 2013 ASP.NET Web Application project.
