Excel application export error Retrieving the COM class factory for component with CLSID {00024500-0000-0000-C000-000000000046} failed due to the following error:

I had to install MS office 2007 onto a 64 bit Windows server 2008. I am trying to export to excel a datatable after which i get this error.
Retrieving the COM class factory for component with CLSID {00024500-0000-0000-C000-000000000046} failed due to the following error: 80070005.server process could not be started configured identity is incorrect.
I have followed the steps as mentioned  in the link http://blogs.technet.com/b/the_microsoft_excel_support_team_blog/archive/2012/11/12/microsoft-excel-does-not-appear-in-dcom-configuration-snap-in.aspx.
One more thing is that the error does not come up if i am already logged on the web server with an admin username. The error comes up only if  i log off from the web server and access via localmachine.... Ple ...
