Is there a way to extract a blob from the database and attach it programmatically to an email?

Hello - An application I am writing is for notifying repair persons of engineering changes. After an engineering change is defined, one or more documents are attached and stored as a binary in the database. Then the administrator selects from a list box which repair groups to broadcast the engineering change. An email is then sent to each selected group upon a button click.
Is it possible to extract the EC documents from the database and attach the document(s) to the outgoing email programmatically?
