Auto promote a id when new month start in asp.net with Sql

I have table promotion master with some promotion like  'member','silver','Gold' etc, i have to register a new customer his promotion is member, after that when next month comes
automatically his promotion will update as silver based on his dateofjoin.
pls give some idea!..
