Failed to create "Create or Manage roles" in security tab

Hello,
I use Visual Studio 2012. In C# I made a ASP.NET website with a master page. I want to create new users with roles like admin etc.
In VM I go to horizontal menu in tab Website --> ASP.NET Configuration
When I press "ASP.NET Configuration" it opens the browser and when I go to the tab "Security" it gives me but a message like this:
