call to ashx inside form tag not working in framework 4.0 but work in 2.0

I have the below handler
<script type="text/javascript" language="javascript" src="http://maps.hubermedia.de/addons/ECMapControl.ashx?v=2&experience=oberursel&addons=TourImport"></script>
i am calling it from head tag it work.
but when i put inside form tag it wont work

i am not getting exact cause of it
