How to import files into database with different tasks

Hi all,
I need help for importing excels files into database with different tasks. I have 3 task which contains Files,Projects and task. Now i need to create a import button and download button in a page and all pages will be assign to Fileupload page. Whenever never user access from files it should display only Files Name, Import button and download button. same like that other pages should be display..
In File page when an user clicks dropdown list then only download button should be enable.
Can anyone help me in this task.
