replace string to url recognizable

hi guys.. i wonder how can i make sure all my text will transform to url recognizable?
such as.. 1) hello mic & jenny!!  to [hello-mic-and-jenny] 2) good day my 'dear' to [good-day-my-dear] I have tried the following but not sure is it best solution.
1) Server.UrlEncode(value) 2) Dim str As String = value Dim seo As String = Regex.Replace(str, "[^a-zA-Z0-9_]+", "-").ToLower 2) value.tostring.tolower.replace(" ","-").replace("&","and") please advise. TQ
