VS 2012 Web Forms app and Temp Folder

 
I am working on a web app at work.  We use a source control and for some reason EVERY time we delete a 'Temp' folder on the root of the app it re appears after we re launch the solution file.  If we do not delete this 'Temp' folder, it will then ask us to add it to our source control application every time.
Any ideas what causes this?  This started when we migrated from VS 2010 to VS 2012.
It doesn't appear to have ANYTHING to do with our source control application, but something else.
