An unhandled exception of type 'System.UnauthorizedAccessException' occurred in mscorlib.dll

Hi guys, When i want try to make custom culture by using CultureAndRegionInfoBuilder class, and when invoke Register method this error appear. i am using windows 8.1 VS 2013 I am using administrator account on my computer. thanks,
