How do i create datalist that will load only 10 rows at the first time on the page

Hi please i have a datalist that loads data from database on pageload, but the issue i have is this, the datalist loads every data in the table which causes the page to slow down. i want only 10 rows to be loaded on the page the first time and when the user gets to the 10 row the page will automatically load more rows.

Secondly i noticed that when i make a post the new post is displayed under the old post which is always at the top, how do i reverse this so that new post can be displayed on the top.
