1.On the Project menu, click Add Reference.

2.On the COM tab, locate Microsoft Excel Object Library, and then click Select.

3.Click OK in the Add References dialog box to accept your selections.

You can not add the Microsoft.Office.Interop.Excel dll in SilverLight application.
But you want to use it in your SL project then add the dll in Silverlight Web project and then work on it, if you want to play with DB then use WCF for it.
