What is difference between silverlight.exe and silverlight Toolkit ?

Hi all ,

Im trying 2 install silverlight for my VS 2008 ,first i tried google download and
two silver light downloads ,1.)Silver Light.exe and
2.)Silver Light Toolkit.

Which one i need or both i need . ????
