hi thanks for ur Reply,
actually i want to develop a web site in Asp.net using C#.
for any site we give some Extra rights to admin.
my Requirement is, as a owner of that site, Admin has to change the look and feel for a site for his clients(client's client).
we should develop a web application in that manner.
like Admin can change the themes and skins, he can customize the application has he like.creating dynamic control etc...
how can i design a Data base and how should i approach for develop a project..
help me.

You need to design your page in such a way that some of the features are not available to general users, that you can control based on userid logged in into the application.
One other way would be in the login page only based on user role you can redirect to different pages all together makeing it look like dynamic.

if(Admin)
Response.Redirect(Adminpage);
else
Response.Redirect(UserPage);

ok i am understand . . i think in design purpose admin already have authority to move & change Themes or style's .

u want to authorized to Delete or other changes in ur database. so set his status ... means u make ur datbase with user status field .. and set user wise status . . in admin user set admin status .. he do anything in ur database . .

ok thanks for suggestion,
i need some what descriptive,when admin enters with his Credentials how can he makes changes to web site? that is my doubt? for that how can i design my data base and my application.
suppose in master page he wants to see only 5 tabs out of 10 for all users, that is his Requirement,then how can i design the application.some times he needs 5 ,some times 8.depending upon his choice he can change.
i want that effect in my web application..
