how to give permission through code to write a file?

hi...
i need a requirement to write a file that is present in the windows directory,when i try to access to write its not updated the content ,But when i kept the file outside from windows directory its updating ...how to give permission to the file to enable full control through code.....plz give me solution for this problem.....
