For designing you can use Visual Studio XAML editor.
Else try to Expression Blend for this.

i designed in XAML editor window but i found many designs where done by using usercontrol window. what is the different between both? <window>---</window> and <Usercontrol>-----</Usercontrol> and <ResourceDictionary>-----</ResourceDictionary>
