Styles are not apply in Master Page

Hi,

1. I am creating the User Control for Login. In the Login Page i am using the CSS and images, these styles are not showing in the Master Page?
2. I need the Browser Compatibility for IE7,8,9. Chrome and FireFox and Safari.

Can any give me the Solutions.
